The Ministry of PEHODE Press and Public Relations Office issued the following announcement:
Based on the decision of the Minister of PEHODE Mr. George Souflias the project related to the construction of Metro Line 3 Extension at the western suburbs, terminating in the area of Piraeus (underground tunnel ,7,6 km long, with 6 modern stations: Aghia Varvara, Korydallos, Nikea, Maniatika, Piraeus, Dimotiko Theatro) was re-procured. The budget of the Project amounts to 515 million Euro.
Based on the Invitation of the new Tender, the technical firms/consortia participating in the tender ought to submit their Invitation to Express Interest for the construction of the Project by January 30th 2009.
The policy adopted by the Ministry of PEHODE aims at fortifying the competition in order to ensure the public interest and we do not accept situations leading to the elimination of competition.
For this reason, the decision related to the re-procurement of such a Major Project was fair and necessary and the whole delay will be less than 4 months.
As far as the implementation of the project is concerned and given that people say things without due examination – I wonder why?- it has been explicitly stated that the time schedules are adhered to on condition that no objections and appeals are filled.
In this case, the delay is mainly due to the persistence of certain construction firms to start litigation procedures and secondly to the disagreement of the Authorities of Piraeus as to the construction of EVANGELISTRIA Terminal station.
Even the more so, despite the fact that the Greek Courts rejected all appeals of the bidders, one of the appeals was positively addressed by the European Commission. The European Commission changed its former positive stand as regards the said tender – and, even the more so, without any new data, as recently admitted in writing – it adopted interpretations, which restrict the number of the bidding constructing firms, thus, eliminating the competition; as a result, the Tender reached a legal deadlock.
LINE 3 EXTENSION TO PIRAEUS
Scope of the Tender
The scope of the Project is the preparation of the Detailed Design, the construction of civil works, the supply/installation/testing/commissioning of the electromechanical and railway equipment, the training of the personnel, the supply of spare parts and the maintenance of Aghia Marina (Haidari)-Piraeus extension.

Tunnel
6,5km of the tunnel of the extension will be constructed using the Tunnel Boring Machine, while the remaining parts at the beginning and at the end of the project will be constructed via the underground excavation method.
Shafts
8 ventilation shafts in total shall be constructed along the new Line and two shafts for the TBM’s entrance and exit.
