Annual Environmental Report 2022

GENERAL

Environmental matters and environmental impact concern the ways in which construction activities interact with the environment.

In the framework of the current project, environmental issues are all activities, construction works, operations, tests and maintenance works carried out until the present date for the needs of the construction of the project.

Project impact means the changes that will occur in the environment, either positive or negative, and which originate from the aforementioned environmental matters.

In order to ensure control and management of the environmental matters, the approved Environmental Terms concerning the project are adhered to and due consideration is taken of the applicable environmental legislation.

 

PROGRESS OF CONSTRUCTION WORKS

The progress of the construction works in the worksite areas of the main project of Line 4 is as follows:

ΤΒΜ Katehaki Shaft

  • Construction of worksite facilities – fencing
  • Completion of traffic regulations
  • Completion of pile/pile cap beam construction works at the shaft
  • Completion of excavation and temporary retaining at the Cut & Cover shaft [14 levels]
  • TBM entrance tunnel excavation and retaining [20%]
  • Commencement of the works for the assembly of the TBM cutter head in the area of KATEHAKI worksite [20%].

GNA Shaft

  • Construction of worksite installations – fencing
  • Completion of traffic regulations
  • Completion of pile/pile cap beam construction works at the shaft
  • Excavation and retaining works at the 1st level of the Cut & Cover shaft.

ΤΒΜ Veikou Shaft

  • Construction of worksite installations – fencing
  • Completion of traffic regulations
  • Construction of the piles/pile cap beams of the shaft – 20%.

EYDAP Shaft

  • Construction of worksite installations – fencing
  • Completion of traffic regulations.

 

ASSESSMENT & EVALUATION OF ENVIRONMENTAL IMPACT

ACTIONS & CONTINGENCY MEASURES

SOIL

Construction works

The main construction works executed during this reporting period, which could be linked with an eventual impact on the soil, are as follows:

  • Excavation and retaining works of the “ΤΒΜ KATEHAKI”, “GNA” and “ΤΒΜ VEIKOU” shafts.
  • Disposal of excavation spoil.

Impact assessment

  • Excavation works cause changes to the soil, which concern local changes to the characteristics of the relief in the restricted area of the project worksite areas. Excavations are carried out in line with the approved designs of the project, while all foreseen retaining measures are introduced, so as to avoid changes to the mechanical characteristics of adjacent geological formations. At the same time, the Department of the Geo-structural Monitoring of the Contractor has installed instruments and a system intended for the direct monitoring of the displacements of the geological formations in excavation areas, so that all necessary contingency measures can be introduced, if needed.

Therefore, any impact from the excavation works is minor and short-term, and is totally eliminated after the construction and backfilling of the shafts of the project, since the subject areas are reinstated in terms of morphology, based on approved designs.

  • Excavation spoil is disposed at the following areas approved by ELLINIKO METRO S.A.:
    • Factory of TITAN CEMENT S.A. in the area of Kamari (region of Viotia),
    • Quarry of aggregates operated by “LAFARGE BETON INDUSTRIAL COMMERCIAL SOCIETE ANONYME”, located at the area of Keramideza in the region of Mandra, Municipality of Mandra – Eidyllia, Regional Unit of West Attica,
    • Landfill site of West Attica.

The aforementioned works for the disposal of excavation spoil has only had a positive impact on the environment, since all project excavations carried out until the present date have been utilized as follows, namely:

  1. As raw material for the production of raw meal in the Factory of TITAN in the area of Kamari (region of Viotia),
  2. For the purpose of the reinstatement of the quarry of “LAFARGE BETON INDUSTRIAL COMMERCIAL SOCIETE ANONYME” located at the area of Keramideza, region of Mandra, Municipality of Mandra – Eidyllia, Regional Unit of West Attica,
  3. As backfilling material in the landfill site of West Attica

WATER RESOURCES

Construction works

The main construction works executed during this reporting period, which could be linked with an eventual impact on groundwater and surface water, are as follows:

  • Excavation – retaining works and works for the transportation of the excavation spoil of “ΤΒΜ KATEHAKI”, “GNA” and “ΤΒΜ VEIKOU” shafts.
  • Pumping and management of the water resources from “ΤΒΜ KATEHAKI” excavation fronts.

Impact assessment

The above works could eventually have an impact on the current status of the water resources in the following cases:

  • Through the uncontrolled discharge of liquid waste originating from the worksite facilities or the work areas (e.g. machinery rinsing water, vehicle wheel washing water, concreting works liquid waste, etc.).
  • Through the uncontrolled discharge of water originating from excavation and drilling works, when works are performed at a lower level than that of the aquifer.
  • Through the unwise consumption of water in the framework of the construction activities (e.g. spraying of excavation fronts / vehicle circulation areas, etc.) and green works.

In order to prevent and address the impact and in agreement with the Environmental Terms of the Project, the following measures have been taken, namely:

  • Construction of a sump for the collection and settlement of vehicle rinsing water at the exit of the worksite areas of “ΤΒΜ KATEHAKI”, “GNA” and “ΤΒΜ VEIKOU” shafts.
  • Installation of a settling tank in the worksite area of “ΤΒΜ KATEHAKI” shaft.
  • Monthly sampling of water pumped from the settling tanks of all the aforementioned worksite areas and control of all parameters: pH, electric conductivity, total suspended solids and mineral oils, so as to verify adherence to the regulation of EYDAP.
  • Monthly recording of the consumption of the natural resource of water through the procedures of ISO 14001, intended to ensure a reasonable use of water for the needs of the construction works in all worksite areas.

 

 AMBIENT AIR

Construction works

The main construction works executed during this reporting period, which could be linked with an eventual impact on ambient air, are as follows:

  • Construction and retaining works at “ΤΒΜ KATEHAKI”, “GNA” and “ΤΒΜ VEIKOU” shafts.
  • Use and operation of machinery (e.g. excavation machinery, drilling machinery, loading machines, etc.) on earthy or unlined surfaces.
  • Circulation of heavy vehicles mainly on the earthy surfaces of the worksites.
  • Transportation of the excavation spoil and of the project construction materials.

 

Impact assessment

In order to prevent and address the impact burdening ambient air with a pollution load, the following measures have been taken, in agreement with the Environmental Terms of the Project, namely:

  • Systematic spraying of all bare surfaces within the worksites so as to prevent dust dispersion.
  • Laying vehicle circulation areas within the worksite areas with road paving material and concrete.
  • Spraying excavation materials when leaving the worksite areas and being transferred to the disposal areas.
  • Transporting the excavation spoil using the appropriate protection cover to cover the transportation vehicles.
  • Washing the wheels of the vehicles when exiting the worksites.
  • Cleaning the streets adjacent to the worksites with a mobile broom.
  • Using specific itineraries for the transportation of the project materials.
  • Carrying-out monthly measurements of the concentration of particulate matters ΡΜ-10, ΡΜ-2.5 and ΝΟ2 (in line with the Approved Program for Monitoring Particulate Matters).

As shown from the approved design for the management of excavation spoils, the emissions of gaseous pollutants from vehicles carrying excavation spoils and materials are low and are not expected to affect the quality of the ambient air in the wider area. Consequently, they are not deemed serious in terms of impact.

NOISE

Construction works

The main construction works executed during this reporting period, which could be linked with an eventual impact on the generation of noise, are as follows:

  • Excavation and retaining works at “ΤΒΜ KATEHAKI”, “GNA” and “ΤΒΜ VEIKOU” shafts.
  • Use and operation of machinery for the construction of the project.
  • Circulation of heavy vehicles from/to the worksite areas.
  • Transportation of excavation spoil and project construction materials.

 

Impact assessment

In order to prevent and address the impact mainly on the man-made environment and in agreement with the Environmental Terms and the Environmental Specifications of the Project, the following measures have been taken, namely:

  • Installation of steel panels to reduce noise in all occupied worksite areas.
  • Scheduling of works, so as to avoid the execution of noise generating works during rest hours.
  • Informing near-by residents in the event of the execution of noise-generating works.
  • Use of equipment with CE certification on noise.
  • Use of movable soundproof partitions for machinery.
  • Monthly measurements of noise levels in all worksite areas where works are being executed, in line with the approved Program for Controlling Noise and Vibrations and on the basis of the results of the Approved Special Study for Noise and Vibrations.
  • Measurements of vibrations in buildings of special interest, whenever deemed necessary.

IMPACT ON THE TRANSPORTATION NETWORK-INFRASTRUCTURES

Construction works

The main construction works executed during this reporting period, which could be linked with an eventual impact on the existing infrastructure and transportation networks, are as follows:

  • Traffic arrangements in the areas occupied by the worksite areas.
  • Transportation of excavation spoil to the disposal areas.
  • Transportation of construction materials to the worksite areas.

Impact assessment – Actions undertaken by the Contractor

  • Development of a drawing specifying the main streets where heavy vehicles circulate with direction to/from the worksite, as well as the fields of their construction duties and the time required for execution thereof.
  • Set itineraries of the vehicles carrying excavation spoils from/to the worksites in order to avoid – to the extent possible – their passage from residential areas. The circulation of vehicles carrying excavation spoils is added to the existing traffic load of the circulation streets. In view of the above, vehicles carrying excavation spoils circulate in the basic road axes of the wider project area, which can sustain, without any problem whatsoever, the additional traffic load, while circulation on the local access roads from/to the worksites is carried out further to the agreement of and approval by the competent local bodies.
  • Cooperation with the authorities concerned on the management of traffic.
  • Installation of traffic signage (cones, light signals, signage posts, etc.) intended to warn drivers and pedestrians on hazards arising from the execution of the works and to contribute to the normalization of traffic around the worksites.
  • Construction of sufficient pedestrian passageways (sidewalks, ramps, etc.), where required, in line with the traffic studies.
  • Immediate reinstatement of any destruction made to the existing road network, outside the worksite limits, due to construction works.

WASTE MANAGEMENT

Solid non-hazardous waste

Waste generation

Solid non-hazardous waste generated until the present date by the project construction activities include:

  • Municipal waste generated by the personnel of the project.
  • Waste generated by the operation of worksite offices, such as paper, empty cartridge packages, lamps, electrical-electronic devices.
  • Material packaging waste, such as cement products paper bags, cartons, plastics – plastic packaging, steel packaging and wooden pallets.
  • Iron equipment scrap.
  • Mineral oils – lubrication packaging waste (empty iron barrels).
  • Excavation spoils.
  • Debris of building works.
  • Worksite litter.

In order to prevent and address the impact on the natural and man-made environment, the following measures have been taken, namely:

  • Municipal waste is gathered in litter containers and is collected by garbage tracks of the Cleaning Services of the Municipalities concerned.
  • Paper and plastic waste generated from the operation of the worksite offices is collected in small containers with a special marking located inside the worksite offices and then, it is disposed in recycling bins. Recycling is carried out by the Cleaning Services of the Municipalities concerned.
  • Collection of oils-lubricants packaging waste and recycling thereof through the System for the Collective Alternative Management of Mineral Oils Packaging – Centre of Alternative Environmental Management (LAVDARAS CHRISTOS & SONS General Partnership).
  • Collection of steel reinforcement and mechanical equipment scrap for recycling (disposed by ATTIKI CONTAINER).
  • Collection of paper – plastic packaging and wood for recycling (disposed by ATTIKI CONTAINER).
  • Collection of lamps in special recycling bins (disposed by FOTOKIKLOSI).
  • Collection of cartridges in special recycling bins disposed by FOTOKIKLOSI).
  • Collection of electrical – electronic devices in special bins for recycling (disposed by APPLIANCES RECYCLING S.A.).
  • Excavation spoils were disposed in the areas mentioned above

 

Hazardous solid waste

Waste generation

Hazardous solid waste expected to be generated during construction works is as follows:

  • Empty plastic tanks of chemical admixtures of concrete – grouting
  • Polluted chemicals packaging
  • Polluted packaging of painting material
  • Used oil filters
  • Batteries
  • Vehicle batteries

In order to prevent and address the impact on the natural and man-made environment, the following measures have been taken, namely:

  • Return of empty plastic tanks of concrete admixtures-grouting at the suppliers of materials.
  • Collection in special packaging of polluted plastic packaging of chemicals for disposal and management by POLYECO S.A.
  • Collection in special packaging of polluted plastic packaging of painting materials for disposal and management by POLYECO S.A.
  • Collection of used oil filters in special UN barrels for disposal and management by POLYECO S.A.
  • Collection of vehicle batteries in a special collection bin for disposal and management by SYDESYS S.A.
  • Collection of batteries in special bins for disposal and management by AFIS S.A.

Liquid waste

Waste generation

Liquid waste generated until the present date by the project construction activities include:

  • Pumping of underground water from the construction activities in the project worksite areas.
  • Liquid waste generated from the vehicle wheels washing at the worksite exits.
  • Liquid waste/wastewater generated from the kitchens of the worksite offices and the workers’ sanitary areas.
  • Foul water generated from the office cleaning works.

 

It is pointed out that:

  • No liquid waste has been generated from concreting works, since the washing of the vehicles carrying concrete is carried out outside the worksite areas.

In order to prevent and address the impact on the natural and man-made environment, the following measures have been taken, namely:

  • Installation of settling tanks at the worksite areas where excavation and water pumping works are under execution;
  • Construction of water collection and settling sump for vehicle wash water at the entrance of worksite areas;
  • Sampling on a monthly basis of water pumped from the settling tanks and control of pH parameters, Electrical Conductivity and Total Suspended Solids;
  • As regards the hygiene of the personnel of worksite offices, sanitary areas and WCs have been built, which have already been connected with the existing sewage network of each Municipality to which every worksite belongs;
  • Wash water from cleaning offices is disposed at the waste water network of each Municipality to which every worksite belongs;
  • Moreover, chemical toilets have been installed at appropriate locations in the worksite areas, whose waste is disposed, on a weekly basis, by the companies placing the chemical toilets at the worksites.

 

Mineral oils’ – lubricants’ waste

The lubrication and change of lubricants – oils deriving from the equipment, machinery and vehicles of the Joint Venture is being carried out at organized workshops outside the worksite.

The lubrication and change of lubricants – oils deriving from the machinery, vehicles and equipment of the Sub-Contractors is being carried out in areas and at workshops selected by the Sub-Contractors at their own responsibility.

Waste lubricants – oils deriving from machinery or equipment are collected at the worksite in metal wash basins placed underneath the machinery and then waste lubricants – oils are transfused using portable pumps into special UN barrels placed in specially configured areas (concrete spill prevention basins and lying of waterproofing cement mortar).  In the subject areas, there are absorbents (sawdust), oil biodegradables, absorbent cloths, cleaning tools etc. directly accessible in case of oil leakage. The final management/recycling of the waste lubricating oils are performed by CYTOP ELTEPE (Greek Environmental Technology).

Detailed information about the quantities of lubricating oils used and the quantities collected as waste in order to be handled in accordance with the above-described procedures are kept at the worksite.

During the reference period stated herein, no quantities of the subject waste have been made available for further processing.

PRELIMINARY WORKS FOR ATHENS METRO LINE 4

This document serves as the 2nd annual Report for the monitoring of environmental impact of the Project entitled “ARCHAEOLOGICAL WORKS AND PUBLIC UTILITY ORGANIZATIONS NETWORK RELOCATIONS – ATHENS METRO LINE 4, SECTION A’ ALSOS VEIKOU – GOUDI”, it concerns year 2022 and, more specifically, the time period from 01.01.2022 until 31.12.2022 and 18 worksite locations of the Project, namely:

ENVIRONMENTAL IMPACT OF THE PROJECT AND REMEDIAL MEASURES

Natural Environment

Air

During the execution of works, the effects on the air may be induced mainly during the execution of the archaeological works, as well as during the PUO network diversion works, including also traffic arrangements, demolitions, dismantling works and PUO network relocation works. Moreover, short-range and short-term effects may be induced during the transfer of excavation spoil and construction materials to/from the worksite areas.

The effects in the atmosphere identified during the reporting period at the Project’s worksite locations concern the emission of air pollutants (gases) throughout the operation of vehicles-machinery and during the transfer of excavation spoil to/from the worksite areas.

In view of reducing and controlling the emissions of air pollutants in the atmosphere, the appropriate measures have been introduced concerning the prevention of emissions and their spreading in the urban environment, such as:

  • Keeping vehicle and machinery exhausts away from the ground surface in order not to favor generation of dust while they are in operation;
  • Regular maintenance of equipment/vehicles/machinery for reasons of proper operation and reduction of fume emissions. Project vehicles and machinery have a technical inspection sheet issued by the Vehicle Technical Control Centre (KTEO), as well as an exhaust control card, in accordance with the applicable legislative requirements.
  • Eco driving mode of the vehicles to reduce fuel consumption and fume emissions, moving at low speed to reduce dust;
  • Prohibition of burning residues from cleaning works, excavations and dismantling works, as well as any kind of materials;
  • Limiting, to the minimum possible extent, the duration of those works favoring and/or generating dust.

Based on the available data, within the reference time period no negative effect in the air due to the execution of works has been identified or recorded. Taking into account the content of the approved Environmental Impact Assessment Studies and of the supplementary Environmental Studies of the Project, as well as the Technical Environmental Studies for the worksites, the experience gained from similar projects, as well as measurements on particulate emissions (PM2.5 & PM10) and nitrogen dioxide (NO2), effected in the reporting period at the locations of the Project worksites, which are considered as the most aggravated –in terms of works- and sensitive, it is considered that the emissions of pollutants are local, mild and of short-range and do not affect negatively and drastically the quality of the atmosphere in the wider area of the locations where works have been executed.

 

Water

During the reporting period, based on the available data, no negative effect has either been identified or recorded as regards the quality of water due to the execution of works, i.e. during the execution of archaeological works as well as during the execution of works for the diversion of PUOs, including traffic arrangements, demolition works, dismantling works and the works for the relocation of PUO networks.

It is noted that, as regards the reference time period, no water pumping has been carried out and, thus, no settlement tanks have been installed. Moreover, no vehicle and machinery and other equipment intended for the project have undergone washing at the worksite areas.

 

Ground

During the reporting period and based on the available data, no negative effect has either been identified or recorded as regards the ground during the execution of works, i.e. during the execution of archaeological works, during the execution of works for the diversion of PUO networks, including traffic arrangements, demolition works, dismantling works and the works for the relocation of PUO networks, as well as during the transfer of excavation spoil and construction materials to/from the worksite areas.

 

Flora

The impact ascertained on the flora throughout the execution of the works during the reporting period concern the grubbing and the cutting of the existing trees and shrubs due to the executed works, i.e. execution of archaeological works and works for the diversion of PUO networks, including traffic arrangements, demolition works, dismantling works and works for the relocation of PUO networks.

In order to prevent the negative impact on the flora and the urban green in the worksite areas, the following measures have been introduced:

  • Replanting of trees and shrubs at the plant nursery of the Municipality of Athens, at the recommendation of the Department of Greenery of the Municipality of Athens.
  • Tree care (pruning) provided to all trees before grubbing and replanting works.
  • Tree care (fertilizing, watering, etc.) provided to all trees replanted at the plant nursery of the Municipality of Athens, as recommended.
  • Replanting of trees and shrubs which can be replanted, upon recommendation of the bodies concerned (Departments of Greenery of the municipalities concerned), at the appropriate locations.
  • Removal and handling of pruned and cut trees and shrubs which cannot be replanted at a licensed plant.
  • For each project location, a Special Study for the Management of Urban Green and Flora is prepared and submitted for approval to ELLINIKO METRO S.A., according to which cutting, grubbing and replanting of the existing flora is performed.

The trees and shrubs to be replanted are designated by the Departments of Greenery concerned of the responsible municipalities, while, where required, the Department of Forests of Athens and the Department of Woods and Parks shall opine on the matter, and are replanted at locations suggested by the aforementioned services. The remaining non-replanted trees and shrubs are properly handled in cooperation with plants licensed for the removal and disposal/recovery of biodegradable waste (European Waste Code 20 02 01: garden and park wastes – Biodegradable Waste).

 

Built environment

Based on the available data, during the reporting period no negative impact on the built environment in and adjacent to the worksite areas has been ascertained and recorded. Any impact that may be caused during the execution of all works relate to buildings, road network, infrastructure networks and public infrastructures.

Quality of life of residents

Noise and vibrations

During the reporting period, impact on the quality of life of the residents in the areas of the project locations where works have been executed and which are attributed to noise emissions and vibrations, are considered to be of local character, mild and short-term and do not adversely affect to a great extent the quality of the urban environment in the wider area of the locations where works have been executed, taking also into consideration the results of the noise & vibrations measurements performed during the reporting period in the areas which are most burdened with executed works as well as in sensitive worksite locations of the Project.

The impact on the quality of life of the residents in the areas of the project locations, as well as in the acoustical environment, caused by the generated noise and vibrations, may be mainly caused during the execution of the archaeological works and during the PUO network diversions works, including traffic arrangements, demolition works and works for PUO networks diversions. Moreover, mild and short-term impacts may be caused during the transportation of excavation spoil and construction material from/to the worksite areas.

Such impacts are:

  • Noise emissions generated from the operation of project machinery, equipment for the execution of works and from the circulation of the project vehicles and machinery in the worksite area.
  • Vibration emissions generated from the operation of project machinery, equipment for the execution of works and from the circulation of vehicles and the project machinery in the worksite area.

In order to limit the generation of noise and vibrations, the following measures have been introduced, namely:

  • Use of equipment ensuring efficient noise damping using the appropriate silencers, acoustic lining, shields, sound insulation, noise screens, etc.
  • Regular maintenance of the equipment to ensure that the equipment is in good condition and, thus, that the noise emitted during its operation is minimized.
  • Technical inspection sheet (issued by KTEO) for vehicles transporting construction materials and excavation spoils and control of the levels of the emitted noise during operation against the applicable legislative requirements.
  • Installation of equipment at the greatest possible distance from adjacent buildings.
  • Limiting the simultaneous operation of machinery causing high levels of noise and vibrations (air compressors, drilling rig, hammers, piling machinery, rollers, etc.) and its operation during resting hours.
  • Carrying out loading/unloading and circulation of trucks and project machinery in a way so as to ensure the lowest possible noise levels.

 

Accessibility

During the reporting period, based on the available data, no significant negative impacts have been ascertained and recorded on the accessibility of citizens to public areas, properties, commercial shops and work areas. Impacts, if any, are considered to be of local nature and mild, while their duration extends over the duration of the execution of works.

It is noted that special care is given so that in every project location the least possible surface is occupied for the needs of the execution of the works and so as to ensure adherence to the time schedule in order not to delay the release of occupied areas.

 

Cultural heritage

Impacts on the cultural heritage during the execution of the works may be caused mainly from the relocation of PUO networks. In order to avoid negative impacts on the historical and cultural background, special care is taken so as to protect archaeological finds, which may be encountered throughout the duration of the works.

More precisely, prior to the commencement of the works in the individual locations of the project, investigation works for the identification of antiquities, where required, have been carried out, including the necessary retaining and/or supporting works. The points of interest where investigation trenches could be bored are set by the Archaeological Department, which is notified in writing prior to the commencement of the works. The archaeological works are subsequently executed under the supervision of the Archaeological Department.

During the reporting period, no negative impacts have been ascertained and recorded on the cultural heritage due to the execution of the works. Should during the archaeological survey, archaeological finds are encountered, any impact shall be positive, since they will be collected, preserved and displayed.

Handling of Excavation Spoil & Archaeological Works, Dismantling and Demolition Works

As regards the handling of excavation spoil and waste generated during the execution of works in the worksite areas, a relevant record is kept along with the relevant supporting documentation (accompanying transportation documents, acceptance certifications, shipping notes, etc.) documenting the method of disposing every category of waste. Excavation spoil disposal permits, as well as the respective approvals and supporting documents, have been submitted along with the Special Study for the Handling of Excavation Spoil and Construction Materials.

According to the content of the approved Environmental Monitoring Plan of the project and the approved Special Study for the Handling of Excavation Spoil and Construction Materials, the redundant excavation spoil can be transferred for disposal to approved areas. During the reporting period, the majority of the excavation spoil accumulated due to excavation, dismantling and demolition works in the framework of the archaeological works and the PUO network diversion works, including traffic arrangements, dismantling works, removal works and works for the relocation of PUO networks, were transferred to licensed areas for proper treatment.

Biodegradable waste from worksite area cleaning activities (European Waste Catalogue code 20 02 01) related to the urban greenery that cannot be replanted, as well as biodegradable waste from worksite area cleaning activities (grass, dry branches etc.) were made available to licensed companies for proper disposal.

CONCLUSIONS

Per the detailed data obtained during the reporting period, i.e. from 01.01.2022 until 31.12.2022, no significant negative environmental impact has been identified and recorded during the execution of the project entitled “ARCHAEOLOGICAL WORKS AND PUBLIC UTILITY ORGANIZATIONS NETWORK RELOCATIONS – ATHENS METRO LINE 4, SECTION A’ ALSOS VEIKOU – GOUDI”.
